The boat library also known as floating library was donated to the Chula Cultural Foundation by the United States of America Embassy to provide reading materials and transport to the Suba children who cross the Lake every other day in search of education on the other side of the Lake using the traditional canoes.

As at December 2016 the Floating library had 1,450,609 registered readers. The boat is also used as a life-boat or rescue boat during the boat racing event during the cultural festival. Among the activities of the Chula Cultural Foundation is to organize annual cultural festival aimed at promoting and preserving the Abasuba culture so as to help revitalize the Suba language.
